After logging into the Square Enix Account Management System, select FINAL FANTASY XI from "Select Service" on the left side menu, and click "Options List" for the service account (used to be PlayOnline ID) you would like to procedure. From the "Options List" screen, select "Purchase Expansion" from the "PlayOnline ID Options" column and follow the instructions on the screen.
