I'm unable to join a quest that's being undertaken by my friend.
Only players in the same Sentinel HQ can join the same quests.
If you are unable to join a quest that your friend has undertaken, it is possible that you are in a different Sentinel HQ than your friend.
Please check the Code of the HQ that your friend is currently in and move to the same Sentinel HQ as your friend. If you are playing on a different platform than your friend and are unable to change your Sentinel HQ, please check the settings for "Crossplay".
