I see a button on the ability acquisition screen called 'Dragon's Acumen' but where can I get this item (to learn this skill)?
'Dragon's Acumen' is an add-on item that needs to be purchased and cannot be acquired any other way.
To purchase this item, go to the Field screen, then
(1) Tap on 'Store' in the upper right of the screen.
(2) Tap 'Buy add-on item.'
